I think we should just implement the same system the NFL uses. All drafted rookies get a 4 year deal with 1st round picks having an option for a 5th year. Undrafted rookies can be an assigned term. I think the new rookie pay scale should be the one we just make law and don't have an option. The problem I see with all rookies getting 4 years is in a few years we'd have too many players making tiny salaries and the cap would be irrelevant. You could extend them all in their 4th year and they'd never reach the open market. Any player drafted after the top half of round 1 would never make much more than a $100 and often less than $50. I think it's critical for the league that players reach UFA and RFA in the open market to keep salaries bumping up and players churning.

Maybe the issue is how we do the contract extensions and they should be more costly than a generic 25% bump.

Maybe, but we made some changes last year that need to be given a chance to work for 2 or 3 years before we access the 25% bump.
