Any player on your roster (not taxi squad) week 1 if cut, is 100% cap hit.

Would in-season acquisitions be 100% cap hit as well?
Also, if a player is cut with more than 1 year left on contract the out years would be the normal 25% cap hit?

Yes to the acquisitions.
Subsequent years would revert to 25% once the season ended.
What I am working on right now is deleting expired cap hits and consolidating individual players into term groups that expire in 2020, 2021, etc.
I can easily reduce 100% hit to a 25% hit for any players cut between X date and Y date once the season ends and before April 1.
One team had 110 drops of $2/1 players resulting in a .50 cap hit which I should manually make a dollar, the minimum hit. Assuming the system even registered .50 that is $55 total hit. Looking at it should be $100.
I don't want the league being a 100+ drop per team league. Especially now that they are free. I do think a $200 cap hit on those 100 or so players is fair. If you can still afford that...then yes, drop 100 players if you like.

I've also never liked the bidding $300 on a $25 free agent RB knowing you can cut him in a week or when his contract expires.
If you have the cash to bid big, great, but you better not decide it was a one-week rental.

I'm ok with this, but I'd make an exception if the player was out the week he was cut or on IR. In that case, call it an "injury settlement" and keep it at 25%.

I agree with the 100% cap hit. I'm okay with it being let for a player on IR, but not for someone just being out a week or two. Unless the player is placed on IR, and therefore has no use, you should still pay the full price for cutting him.

Tough to track as you wouldn't be sure they were out until games started and then they can't get cut. For the most part. We could possibly work something out regarding IR designations.
