I propose that next year RFA and Franchise bidding is finished before UFA bidding starts. I say this for two reasons.
1) If I bid on a RFA or Franchise player I have to hold the money I bid on him as if I'm going to get him. If I don't get him then it frees up money I would have potentially used on UFA bidding, but couldn't because I didn't know if I was going to win the RFA or Franchise player. Like if I decided to bid $30 on Visanthe Schiancothis year, that's $30 I have to hold out of my UFA bidding. If I don't get Schianco then I get the $30 back and it's too late for me to have used it on a UFA I might have put it towards who has now been claimed by someone else.
This is also true for the team that has the rights to the player I bid on and has a chance to match them. If we use Shianco again, the Flesh Sabres might assume that someone might try to claim Shianco, but they have no way to know how much people will try for. So the Flesh Sabres have to guess about how much someone might offer Shianco and keep that money set aside. Money that they can not use for UFA bidding. If they guess wrong and spend all but $29 of their money on UFA and then find out I bid $30 then they can't match my bid no matter what. They might not have bid on some UFA's if they had known I was going to bid so much on Shianco, but now it's too late. Plus now they have extra draft picks since I have to give them up to get Shianco. If they had known ahead of time they had extra picks this year, it may have changed their UFA bidding plans.
So any team that really wants to keep a RFA or Franchise player has to set aside a lot of money if they want to be certain to keep their players. Money they could have used in UFA bidding.
I think it makes more sense for the RFA and Franchise moves to be done with before UFA bidding starts so people know exactly where they stand with money, contract years, and draft picks.
