I'm gonna paste something here from the constitution, just to save people time.
6.2 Promotions and Claims a. Teams may promote any TS rookies to their active roster beginning week 5. b. This requires an immediate 10% salary bump. c. Teams may make claims on other team's TS beginning week 5. Claiming another team's practice squad player requires a 20% salary bump and an active roster spot. d. Current TS player's team may retain player for 10% bump and active roster spot. e. Taxi squad to taxi squad moves are not allowed. f. Any team losing a TS player to another team may replace that player with another eligible player. This is the only time a taxi squad addition may be made after July 15th. g. A successful TS claim also carries a $1 league fee. h. Sec. 6.2 b-d are minimum $1 bumps. i. TS claims and promotions are done through the RADL Commissioner.
I don't see anywhere here that says a team can't claim say the Miners (and I'm using him cause he's over his roster $$ limit) rookies off the TS in the off sesaon. I don't think it was defined, and I'm not blaming S-T-E-V-E, however I was under the impression that any time after week 5, including the off-season, that any team could claim any player off any TS. I can't speak for the other teams but I DIDN'T overpay for players, with the intention fo stealng other players off TS's (like I stole Mike Wallace during the season).
I understand not wanting to punish the teams that overpaid for players, but at the same time you can't punish those of us that are more frugal cupon clippers who won't pay ridicilous prices for players.
As much as I'd like to steal players like Ryan Mathews, or Ben Tate, I think we have to protect those players in the year they are drafted until week 5, otherwise what's the point of the rookie draft?
It wasn't clear in the rules, so we all made our own interpertations, but we all also know these rules were a work in progress, so I'm not attacking anyone when I say we need to clarify this issue, and make it acceptable for both sides.

I would say for you to assume that once something occurs it never ends is wrong. I think that something "resetting" in the off season is quite a logical assumption. It's like a sunset clause. When the day ends(the season) it reverts back to zero and builds back up to week 5 as an action week.
Or else when would it ever begin again?
Frugal teams aren't being punished because the rule was not changed. No clarification is needed. Change it if we decide but I haven't heard any other person interrupt it that way.
I know you aren't blaming me, but you've said a number of times how long the rules are. So I guess they aren't long enough. If everything needs to be spelled out.
That's why there's a commish people hopefully trust, when something isn't spelled out he needs to make it clear when asked.
But now I think we/I are getting off track. The rule was intended to end when rosters locked. Now we are discussing when, if at all to open up the off season to TS movement of some sort.

The whole point of having a taxi squad is to hoard players. You are storing players away that you believe have the potential to become starters. If these players don't make your roster, then they shouldn't be available until the season starts. We need the offseason to see if players we had on our taxi squad develop any during camp.

Let me add, I love the feedback and ask for it all the time. I do probably take it too personally, when people wanna screw with my baby.
But just because I argue a point doesn't mean I am not willing to change something for the better. Not just for the sake of change though.

Random thought: A lot of the ideas seem to assume this year's draft crop of rookie studs will be on TS's. That isn't a given.
I guess we need to first determine if enough people want the TS to change were claims or promotions can happen in the off season. Then go from there.

My thoughts as an owner are that the only change needs to be an official period in the off season where teams can promote from the TS. It makes sense to me, that it is the same period that teams can form their TS, July 1-15th. Coincidentally the same period teams must get under the cap, term, and roster limits. In fact I think you can assume if you are assigning rookies to TS July 1-15, than you are obviously promoting or waiving current TS players.
I think a player's current team has much more of a right to keep their player than another team has to claim them. It shouldn't be easy for a team to steal a player away. They are under contract. People bragging about cap space and being frugal. Well I could argue I should be rewarded or at least protected for a while, for doing such a great job selecting rookies "you" think are so great now. When you likely had your chance to pick them.
Under the current system it might only cost a hostile team a dollar more to claim a player than it costs for the current team to keep them. That doesn't seem fair, he's my player. You should have to WOW him to lure him away. 20% raise, hell no, it should be 50% raise for him to leave town. Break is apt. lease etc...
The TS is a great tool with, I feel, appropriate consequences. Leave my young players alone in the off season.

I think we stay with a 50% hit in the season and I like the 0% hit in the off sesaon. Maybe we make a % hit if the player cost over say $50, then we make it %20 or something of that nature.

It doesn't hugely matter to me one way or the other because as i said before, I think we are only talking about a handful of guys when it comes to TS players and their salaries. I prefer the idea of having a brief window to cut guys without a hit, and another window in which to promote TS guys (perhaps without the salary bump?). My vote is still to keep it open for stealing in the off-season for players not drafted that year. Maybe it could start after the draft or something, so there is a couple months where you didn't have to worry about someone going after one of your players. Not really worried about it though. If I really like a TS player on another team I can wait until week 6 to bid on them.
I'm more interested in the % penalty we pay for cutting a player before their contract is out. I like it being relatively high so people don't go nuts on free agents, outbidding others with high years attached and then cutting them in the off-season with no penalty because they realize they overpaid in years or salary. I think having some sort of penalty always in place encourages people to be very deliberate in how they spend their money and years. Otherwise you end up with people like me who cut Jason Witten and re-signed him with no penalty at almost $90 less a year than he was signed to make originally. I like the idea of a lower penalty week in the off-season, but I don't wan to see a cap free/year free cutting period.
I'd also like Nate to explain what a "cupon" is?

I'll never clarify after what you did to Alderaan!! This first off-season we were able to cut veterans without a future cap hit. Is that right, or did I dream that and they do still count towards the cap at a designated percentage? My 2nd comment was directed towards that as well. I've interpreted (perhaps incorrectly) some owners comments as promoting the idea of having a period of time in the off-season where we can cut veteran players without any type of future cap hit or contract years being counted against us. I might be interpreting things wrong.

What do people think of if during the period of July 1-15, when new rookies can be named to TS, that current TS players could be promoted or waived with no hit or salary bump. They already can be waived without a hit.
I never really had this specific promotion option in mind but I always thought cutting players was the option. Just an oversight that didn't become obvious until the offseason ran its course.
Under this proposal there would not be a period in the off season where you could claim other teams TS players. Only the period during the season we already have after week 5 when caims may happen.

A few notes:
1) Taxi Squad players should be protected in the off season... I just assumed that this was the implied rule. 2) You should be able to trade Taxi Squad to Taxi Squad... 3) We should minimize the period of time where players are able to be cut without penalty. It should be for one week and that's it. After that week, penalties should be in place and enforced.

But wait, there's more....
A) I REALLY LIKE a peroid in July where TS players should be able to be promoted. I had assumed this was the case already, there's NO REASON for us not to be able to do this.
B) I also believe that Rookies drafted in a year should NOT be able to be claimed by other teams until week 5 of the current season (ie: no rookie from 2010 rookie draft that was assinged to the TS should be able to be claimed until week 5 of the 2010 seaoson or beyond). No one should be allowed to steal them until week 5, otherwise what's the point of the rookie draft.
C)I concur that we should be able to trade TS to TS. I'm aware that is not one of the suggestions you were asking for, but since it came up....
D) I'm of the thought process that during the seaon droping players takes a 50% cap hit, and in the off season we impose say a 10% hit to drop players. And then we also have a "tax free" week. But I don't think it should be more than a week. And I think it should be mid-off-season, after the roookie draft, since our rosters can go over the limit until late July anyway.
E) I STRONGLY think we should add a 6th TS slot (hehehe... I said slot again). Or say we drop a 3rd round pick in a given year, thus gaining another TS slot.
F)More hot, loose chicks! There aren't any in this league, we need some.
G) I think at the next draft we should have Wookiee-ookies (Wookie Cookies), I don't know about you, but I get hungry waiting for some people to make a pick. Wookiee-ookies would help pass the time.
