These are four items to vote on. The first two are YES/NO votes and the last two are choosing an option. I'd like to limit the suggestions and ideas here. Make an argument for one or another choice but the time for ideas has passed. The season starts in 2 weeks and I need time to plug in these new items into the constitution.
You'll notice there isn't always a "keep it the same" option. If you want that...don't vote. I believe changes are needed. There is another thread for each item if you want to discuss these further but again the season is speeding towards us.
For each of these votes we will require a simple majority of votes cast. All of these items affect teams the same so no outcome would hinder any owner. Hence the lax requirement for a legal vote.
Happy to answer questions before you vote but TRY TRY TRY to ask them in the other threads.
Item 1:
Currently rosters are frozen for the playoffs. For the last time, should we open transactions (Not trades) through the end of the season?
I am endorsing opening up transactions for two reasons. More money for the league and with week 17 title games you need to have more flexibility.
YES vote means allow transactions.
NO vote freeze rosters as we currently do when the playoff games kick-off.
Item 2:
Currently in blind bidding when two owners submit an identical $ amount the tie breaker is first bid received. Term is not a factor. I propose for tie breaker a longer term will win the bid. After that it is first bid received.
EX: $25/5 beats $25/3 of course. But $25/5 does not beat $26/2
I am endorsing adding TERM as a tie breaker because it is common sense.
YES vote means you want term factored for like bids as the first tie breaker.
NO vote means you want only tie breaker to be first bid sent.
Item 3:
Taxi Squad rework. I'm going to try and present just two options from the feedback I've seen.
Option 1. Overview
Two protections from claims by designating a player as protected for entire year. Ability to promote and demote rookies only, to and from TS by paying them a 10% premium on their salary for each promotion. If a rookie, demoted to TS, and not protected, they are eligible for claiming. If protections are available you can apply them or promote again to essentially protect them.
Option 2. Overview
Three protections from claims but the option to promote and demote rookies only is not offered. Starting week 5, when claims start, you may apply the tag "protected" on up to three players of any level of experience. These tags are not revocable even if you promote the player after week 5. If you apply all three protections and a 4th claim is made on a player your only recourse is to permanently promote or lose them.
Notes: In either option most of the current taxi squad rules and procedures remain intact. There might be very minor tweaks here and there but the main point of it remains.
I am endorsing option 1 because the NFL allows TS players to play a certain amount of games but still return to the TS. As I've said before, I'm not looking for an NFL clone but sharing some working aspects of it seem logical. I also like the idea of using a rookie for a couple of weeks while he is relevant but not being forced to keep him promoted for the rest of his career.
There are unlimited ways to do these type options. Just keep in mind the more conditions, restrictions, and limitations the more I have to track or calculate and the greater chance for errors. That's the reason for the rookie only aspect of it. It's about the limits of MFL and what I'm willing to do honestly. I still have a team to manage.
Item 4:
Rookie term assignments.
Option 1:
The current rookie pay scale and term scale remains intact. When a players contract expires while they are on the TS they either become an RFA or a UFA. Currently they are no longer eligible for TS but can be resigned to active rosters.
The change is that those RFA's, after they go through the applicable bidding process, may remain on taxi squad for the length of the new contract.
The issue, I gathered, was the 3rd and 4th round where the term was 2 years. I agree, not enough time to develop players before you need to bump them to active rosters.
Round 5 and 6 would both be "assign term" rounds. Undrafted free agents are all "assign term" players.
Round 1 isn't an issue and round 2 you have three years to figure out the player. With a six round draft and undrafted free agents, quite frankly players staying on your taxi squad for more than 3 years just doesn't happen if they are any good.
Option 2:
The option of two different pay scales. Owners decide whether they apply a lower salary and short term or a longer term but a higher cap number. Owners decide what options works best for each draft pick they have. In each scale rounds 1, 5, and 6 are identical. Also in this option round 5 becomes an "assign term" round along with round 6.

I don't have a clear endorsement here. Option 1 is very simple but option 3 gives owners a great deal of flexibility which I'm all for. I also think if we make both changes it's all the more likely we can be done with the TS issues.
